Nope - I highly suggest you look at the Origin 0 game - basically, the players create the rules among themselves. So for instance a proposed Dogma might be "Xyem gives each player a section of code" or Xyem gives the designated King/Queen all of the code and they disperse it and verify authenticity" or whatever the players dream up...

.. and that's it. So the first few things the players will have to do is determine the requirements for dogma changes and determine a win condition (Origin #0 was to redeem the game code).

with this ruleset its like starting with a stalemate.

(not that it will probably matter in my case; im sure ill be asleep and come into the game halfway underway)

or is the determining of dogma acceptance = vote on it, one of the first things that needs to be determined?

potential inital dogma - xyem determines validity of each newly proposed dogmas with a d20 die cast. (1-7 = fail, 8-12 = re-roll, 13-20 = pass)

It would be recommended for establishing what makes a dogma pass, otherwise, it would have to be 100% agreement. Whether an "official" who must be convinced or 75% vote, that's up to the players!
