X-com: terror from the deep? =)
...I don't think so.

I seem to remember it being a little more... light hearted. im watching clips of this on youtube, almost poitive it wasnt this game, maybe it was another in the series, ill look into it.

if anyone else has an idea, please throw it out there. I love that I can ask a question like this at 309am and get an answer within 5 minutes.

i fucking love this site.
Is the game complete underwater? In Civilization Call to Power 2 you can also colonize the oceans:

Edit: Wikipedia says that this was also possible in the first Call to Power. Graphics look very similar to CtP2:

def not civilization. This was closer to what the first guess was.

I am going to have to hit up the folks house and dig through storage and hope to find a disk, or a box or something.

this would be from the time frame of the big floppy disks or the 3.5s maybe... crap this is going to drive me insane

If it isn't, thank you anyway. I played the demo for this game way back when and forgotten about it. Your post reminded me to look it up.

ill be heading to the folks tomorrow to dig through the boxes in storage, hopefully i find something.
The Lost Admiral had cartoonish graphics, turn-based, but it was ON the water (mostly) altho I think it had subs.
