The product description states:
"Create your own adventures and share them online. With Original Sin comes the powerful toolset used by the game's designers. Yours are endless new stories to make and share with other players!"
So, where do I find it? There's no separate executable nor is there anything in the ingame menu.

It's a bonus content on your game shelf, where you can download the manual, wallpapers, avatars, etc. ;)

edit: It's called "Divinity Engine (level editor)"

There is a mini installer called divinity engine (cant remember exactly as i installed everything then copied to my external HD which i have stashed away). Judging by info on steam you need to have the base game installed before you can run the editor.
