Only Expansion. Ladder isn't possible on the Open B.net.

I'm currently in the game-creation menu, and the options to define the number of characters and the level-difference are greyed-out. Is that normal?

It's the same for me, but I never played open battle.net so I can't say if it's normal. On closed you can edit those two options,
