Isn't "can't you not offer duplicates?" a double negative thus saying "will you offer duplicates?"

Can't = cannot, so it's 'are you unable to offer no duplicates?'

When phrased as a question, "can't you" is generally taken to mean "would you please", so "Can't you not offer duplicates?" in turn means "Would you please not offer duplicates?"
