Google does not force the hardware manufacturer to prevent end users from installing whatever OS has appropriate drivers on Android devices. I'm less familiar with Chromebook, but I suspect that it's the same as doing so would be an antitrust violation. Google is already being investigated for much less forceful maneuvers. Rumor has it that it was an MS funded shell company, but I'm not sure I'm ready to buy into that without more information.

Apple handles the entire setup except for the manufacturing which is done to spec for Apple.

Only MS requires 3rd parties lock out other competitors from the tablet in order to receive full certification.

You really should provide a link when you bring shit like this up. But OSS people complain whenever there's a locked bootloader, which artificially keeps end users out of their own shit. And, for the record, they have bitched out Motorola and a number of other companies for the same fucking thing. You also might want to read up on hackintoshes and the like, you can install shit in other places, just because you don't want to doesn't mean it's correct for companies to put in artificial barriers to prevent it (though they're not under any obligation to help, building in technical limitations pisses off the kind of people you don't want to piss off, see Sony vs. fail0verflow).

Windows, at least the DOS-based versions can be installed on iOS through an emulator, just for fun I've got a 3.1 on my touch.
