"It must be either a TURN-BASED strategy or an RPG game."

Why must it be either? Why can't it be BOTH simultaneously? That's why I'm voting for Jagged Alliance 2, the turn-based tactical/strategy RPG, with a great story.

As you know, I've given this a lot of thought, and unlike some of the other tactical RPGs, the strategic element here is particularly strong. You have very limited resources, especially on the higher difficulty settings, to defend and hold territory, which you need in order to keep your merc characters paid and in service so they can be part of the tactical game. Time and resource management on the macro level is key to this game, like you have to decide whether to split the team to defending territory or capturing a new area, where to allocate militia, coordinating a strike from multiple directions etc. These strategic level decisions translate into tactical advantages, like whether you have backup or its a night op etc. You don't really see this level of play except in 4X type games.

On the tactical side of things, I have to say that JA2 battles are always unique because of the different entry points, terrain, and the somewhat randomized nature of enemy movements. This means that it always feels fresh, and there's never only one way to clear a map. Snipe the guards from afar, cut the wires at the back and sneak in with a knife... The only drawback is that only combat is turn-based, so you have to set up your troops in position in real time before combat initiates, which can be quite tricky if you have a large squad.

On the RPG side, I'd say the storyline is pretty interesting and quite different from the usual High Fantasy setting. It has a lot more of a Fallout feel to it. Unfortunately this isn't Planescape Torment, I wouldn't expect huge storyline twists and turns here, it's fairly straightforward stuff. It is fairly non-linear, the game lets you pick your own path towards the end, so in that sense there's more roleplaying in this game than most RPGs.

I'd say you can't go wrong with JA2. There are other games I'd recommend too, but there you go.
<span class="bold">Combat Mission Beyond Overlord</span> by Battlefront

Combat Mission Beyond Overlord (or CMBO) takes place on the western front during WWII. It is the first game of a series of games that cover WWII in Europe. This one (which is the first), covers the western front in France during and after the landings made at Normandy. However, there is no campaign. There are tons of scenarios made that the player can play against the AI or another player. Games can take a long time to finish but they are always rewarding, even if you lose. The learning curve is steep as you go through the game learning what works and what doesn't work but with a good amount of patience you can easily get a grasp of the game and enjoy the game which can keep you interested for many many years to come.

In terms of realism, CMBO comes very close. You must use expertly use all the assets allotted to you in any given scenario to win or you could get torn to pieces. While there are scenarios you can also have the computer created a randomized "quick battle" which randomly generates a map that fits your specifications or a map that is completely random. The forces are either chosen by you or randomized by the computer. This adds a great deal of replayability to the game.

Aesthetics-wise the game looks obviously dated yet, the community (over the years) has released plenty of mods that allow the player to improve the look of the maps and the units (even the sounds!). While battlefront ( the developer) does not allow for complete overhaul modding (so you won't find a Cold War mod), there is a dedicated community that has produced an untold number of scenarios (many are excellent) that you can play and or play against.

Thwe turn-based system that the game that uses is a WEGO system. This means that you and your opponent make your moves at the same time. After finishing you press "Go" and watch a 60 second video of the action. You can move the camera all around and rewind the action to make sure you've covered everything. There is also a way to play other people. It's called Play By Email or PBEM. Through exchanging turns via email, you can play a human person instead of the AI. While this can take a while to finish, the experience is worth every penny. This is by far the best wargame on GOG. If you like this game then I highly recommend the two other games in the series, Barbarossa to Berlin which covers the entirety of the Eastern Front from the opening shots to the fall of Berlin. The last being Afrika Korps which covers the war in the Mediterranean fronts such as Crete, North Africa, and Italy.

Not sure if that's the best preview I've written but I hope you will consider buying this game nonetheless.
Some good recommendations so far. I see JA2, I see Gothic, I see Incubation. Good stuff.

And I see Fallout 1&2 in your list but not Fallout Tactics. It's clearly not Fallout 3, but it is a good game in it's own right. You get to chose the system to play in, more to the original way or a mix of TBS with real time. Either way it's a good experience, and it will take away many many hours of your time.

Another suggestion I'd like to make is Temple of Elemental Evil. Troika made 3 games. VTM: Bloodlines, hands down one of the best RPGs ever made, Arcanum, which I don't think I need to tell you how awesome it is, and Temple of Elemental Evil. Just take note that people tend to complain that it's hard.
