It's all about $.
Look at all of this:
Gears of War 1 PC didn't sell well (since many probably already bought it on the Xbox);
PC gamers (rightfully) complained about its poor performance on most PC's upon release (and how its stuttering issues and texture-pops never got fixed);
and how heavily Gears 1 PC was pirated.
That all should explain why he wasn't so keen on PC gaming, back in the day...

Also, why would Cliffy B speak-out against used games?
Obviously $ - if you kill used market (like PC gaming more or less has done and gone mostly digital - especially w/ services that tie games to an online account like MMO's, Steam, and Origin do w/ their DRM) - more $ will go to the dev's & publisher, and any distributors/middle-men.
I'm sure cutting out middle-men at Retail when games go digital (at Retail, they have to manufacture the discs + manual + get the case; some company ship them to retail stores; employees at retail have to mark-up game on the shelves + work at registers; etc) and used games = this saves LOTS of $.
I'm sure on the PC, that's why EA has Origin; Valve has Steam; Blizz has BNet; UbiSoft has UPlay; etc - these 1st party digital distributors can just try to flat-out cut-out retail. More $ for them through their service, as it just cuts out the middle-men (that you'd have at Retail).
Do you really think GameStop (and any stores like it selling used games) would give a cut to dev's & publishers? HAHAHA! This is where GameStop (and stores like it) make their money (100% on sales for used games; as opposed to the supposed up to 10% or so they make off new copies). Of course this is why GameStop (and stores like it) push used games like crazy!
Dev's and publishers are spending tons of $$$ on developing & marketing these games - probably spending WAY, WAY, WAY too much - especially in the AAA arena. Just ask Square Enix about this, if you catch my drift (see how well Hitman: Ab + Tomb Raider 2013 + Sleeping Dogs sold, but it somehow still wasn't enough - as they still reportedly loss over $100M). Look at all the studios closing over the years - Troika; Bizarre Creations; Big Huge Games (Baltimore) + 38 Studios (Rhode Island); Vigil Games; etc etc. Not every company can spend lots of $ and make it back in record time & they be VERY profitable like say COD games + GTA games often do.
Let's just face it - used games; piracy; DRM are always going to be controversial issues, no matter what side of the fence you sit on w/ these matters. {shrug}
