How about some Meteora, in the future, with a thriving city under the rocks because of a new power resource found deep in the rocks themselves? You could use the resource itself as a gameplay mechanic to power up machines, suits and the environment and stuff. Also, flying between the rocks. Oh, and cave exploration.

And it turns out it really is a source from an underground meteor/spaceship microcolony of symbiotic aliens that slowly take over your mind as you use the power more and more, thus laying the foundations for a sequel where you become the main villain against the world, HA!

I am not fussed on the exact city (but biased towards Perth) but I would love to see some set in Aussie cities for a change! GTA V - Theft Downunder... fanging around the roads in V8 Commodores would be awesome :)
