Have a look for Tim Weiner's "Legacy of Ashes: The history of the CIA". Read it critcally though - it is one interpretation and not that upfront with it's sources. I am sure there's a good bit of truth in there, but ... it is written by an outsider and with an obvious agenda. Other than that - there's loads of possible explanations, but all are speculation.
It may be
* the act of an individual. Someone that feels that needs to be out in the open. I.e. someone released this illegally.
* Internal politics. CIA doesn't necessarily like the military perspective, nor that of the government. There are a good number of examples where the CIA acted on its own and by its own motivation.
* change in policy. US might prepare to withdraw. If the public opinion changes against the war massively, withdrawing can be sold as a political victory even if shit really hits the van down there. One thing the CIA is about is manipulating public opinion, and not seldom the one of the US population. Bad way to go about, probably, but then CIA never was a very "finesses" organisation.
* etc. etc.
Point is ... no-one knows for certain until documents become declassified, should the CIA be involved in this. Because the whole point of the CIA is to operate outside the public arena ... there might be reasons that just aren't possible to pick up from the outside/without really having access to the "big picture".

The only 'recent' bit of information regarding the CIA I can think of I actually picked up whilst I was at New York last week. I had never realized that their clandestine NY office had also collapsed during the 9/11 attacks of 2001. Seems to be a 'fact' that many people are oblivious to, really hampered middle eastern intelligence gathering too by all accounts but that's likely to be hearsay more than anything.
And I guess, you read a lot in the news that the organization also organizes attacks via remote drones in Afghanistan and Pakistan too, so I assume they must have some control or influence over the military or does the CIA have it's own air support?

Yes, they are CIA, and they are able to do just about anything they want.
Now, questions about their agenda I can't answer. However, if CIA wanted to release something like this, it would be trivial.

You also have other groups not just the CIA to contend with, Intel sharing sucks hands down. Half of the folks have no idea what the other half does, or is involved in.
There was a case report from back in the 60/70s where a CIA agent was getting false information from a British Intel agent, whom in turn was just planting the information as disinformation about a third group with whom the Brit claimed to belong to..... It was an old thing dealing with India/Pakistan and their fights casualty reports, tech, etc... When the then station guy in Pakistan got info from the Pakistani Intel group which was also a plant from the Brits in exchange for humanitarian aide..... basically it was a cluster fuck of wrong information that led us to determine the amount of Aide the US would give....
Intel people scare me, to many possibilities... Sig Intel to me is a lot easier to deal with then Human Intel, as more of the raw data acquired with sig is more true (unless of course the people you are listening in on are planting intel that is wrong...)
Also check out Fulcrum of Evil: ISI-CIA-Al Qaeda Nexus. by M.K.Dhar... take it with a grain of salt....I liked the book but thought the author was trying to prove ISI was the devil, granted, it was written by an Indian..... so... they hate Pakistan... but really... it was insightful
Or Ghost Wars, by Steven Bell (That IS A GREAT historical look at our involvement in Afghanistan from way back in the 50's to September 10th all the fuck ups, where we got Intel about plans and failed to act, where Presidents STOPPED hunting Bin Laden.....

More secrecy is less control and information is power. Power always corrupts and power is always abused. That is true for any organization, not just CIA.

The CIA is responsible for many dictatorships around the world. Any sane human would've dissipate this organisation for being undemocratic, criminal active and especially, corrupted.
