From the rule manual:

L. MANEUVERS

L1. Only one maneuver can be active at a time.

L2. Maneuvers edit your ship's capabilities while they are active.

L3. When you change maneuvers, you subtract the maneuver bonus you previously had.

L4. It requires an action part of a turn to begin a maneuver.


So to answer your question: you can only be in one maneuver at a time. If you enter repair maneuvers, you will lose the powering bonus (of course, you can switch back to powering at any time).

Answering the other question: repair maneuvers will automatically repair X amount of damage each turn, where X is your die roll for repair. It is *NOT* a one-shot thing.
The Harbinger will stay in place, and pass turn.

No problem. If I hadn't processed the turn already, I would have changed it. Sorry.
Standard Alpha is moving into observation range by moving 4 spaces west and keeping the weapons powered. No other actions.
