I'm planning on going to Quebec for a month or two next year as a part of an French exchange program.
I'm just wondering about a few things there. Firstly, how are relative prices over there. Like how much would a coffee cost, etc..
Also, what sort of clothing would I need for Quebec City and surroundings during late November and December?
Anything else important I should know?

Dont attack cangaroos. It may be legal in australia, but they dont like to see it in cannada.
Canada sucks. Avoid it at all costs. Everything is overpriced relative to the US. It's fucking freezing in those months (Nov wasn't bad, For Dec our avg. temp has been -15 Celsius). I'm leaving this country as soon as I'm done grad school. I'd suggest you remain in your mild/warm climate

Honestly not sure about prices in Quebec. We have a national sales tax, but they also have a provincial tax on top of that, and I'm not sure what the rate is off the top of my head.
As for weather, definitely pack extra clothes so you can layer if you need to. Bring pullovers, hoodies, stuff like that. It usually doesn't get brutally cold in that area, but it will be chilly.
Oh, and Cameron, no Canadian would describe -15 as 'fucking freezing'. Grow a pair, nancy boy. :)
Dude that's the monthly average, which is way colder than expected. We had 2 weeks straight of -20 to -30. The older I get, the more I seem to hate the cold...
Quebec City is -cold-. By December -12 is an average day, and there's lots of snow. I've not visited recently, so I couldn't tell you what prices are like (shows you how much I like my uncle).
Last I heard PST in Quebec was 8%, which is applied on top of the 5% federal GST.
Quebec is pretty infamous, even as far as the rest of Canada is concerned. It also as a laws so shit you'll wind up thinking Australia's legal system was written by the hand of Teh Lawd himself. I've never heard a good think about Quebec. In fact, I've heard people use it as an expletive.

See, I'm going to France as well next year, but I also wanted to check out canada, so I had high hopes...

Wow that's huge. So does that make things more expensive in terms of retail than other countries?

Yep. Here in Edmonton we had a week of wind chills colder than -40. Again, grow a pair. :)

It's something I keep hearing about. Not a one off thing. I can think of a few examples, but they wouldn't be the *better* ones. It's legal system seems to have been imported from Bizarro Land. It definitely doesn't conform to any other county's legal system, or even have logical reasons behind it. They HAVE to go their own way on everything, often to their detriment. I'm sure that some people here can give you some good examples.
Heres something you need to know about Canadians: They always cause problems on Ebay. Seriously, I sell ALLOT of stuff on Ebay, and whenever a Canadian buys something theres always some kind of problem. Theres never been a normal Canadian Ebay deal in the history of the world. Thats a fact.
Other than that, Alberta is as boring as it gets, it's cold, but if your into hunting moose and stuff then... well your a dick because moose's are freaking awesome.
But I've heard Canada can be beautiful... just not the 7 hours of flat boring grassland that I had to drive through :/

Difficult to say, as I've only been abroad to one country (viz. US), and then only twice recently. Doesn't seem expensive to me. ;)
