Yes you can buy a game to gift it. However, you cannot gift promos...although I am not 100% sure how the buy one get one deal with Interplay's catalogue works.
If you look on the game's page to the right, you'll see a little "Gift it!" icon. Click on that and follow the instructions and you'll be on your way. Also, I think your friend needs to create an account before buying but I am not 100% sure about that either.
Yes you can gift games. Just go to the game's page in the catalog and click the "Gift it" link.

you can do that easy.
http://www.gog.com/en/gamecard/ground_control_2_operation_exodus/
on the right, see where it says "More Options" and underneath that "Gift it" ?
that's how you'd do it.
You can't gift any of the games in the promo though, sadly.

What about gifting a game to someone that doesn't have, and doesn't want, a GOG account? Can someone redeem your gift without having to have or create a GOG account? I just want to gift some DRM free games to someone, without making them go through the hassle of code or password hassles, account creation, or any of that.

Unfortunately not. You have to create an account to be able to redeem a gift. On the upside, the only requirements for an account are Username, e-mail, password and age.
