Best as in 'so bad it's hilarious' would have to be everyone in 'The House of the Dead 2'.

i have to 2nd Jennifer Hale she has a terrific voice and has done a staggering amount of voice overs in games.

Martin Sheen was amazing in Mass Effect 2 I thought. Also from Bioware I love the female Hawke's voice in Dragon Age 2.
Paxton Fettel in FEAR had a great voice.
Harold in Fallout and Fallout 2.

Tony Jay is the voice I miss the most, his voice was very unique. Shame he didn't get to be in more games.

Edit: Someone said Tim Curry. I forgot about him.. his voice is one of a kind too and brilliant.. his attempt at a Russian accent is hilariously bad in C&C Red Alert 3 & the only reason I bought the game.
