In your opinion, which non stealth game has the best stealth mechanics?
I always found playing a sneaky character in Fallout 3 really fun. Once your Sneak skill is 100, enemies have a really hard time spotting you. Then you just sneak behind them and plant a live grenade in their pants. Hilarity ensues, and it's a really easy way to get past Brute Mutants.
Most likely Far Cry 3
I tend to build sneaky rogue-rangers in all open RPG's which allows it, if it counts?
I've always found the stealth mist segments of Blood Omen 2 to be very satisfying. Sneaking up on someone and lobbing off their head or punching their heart through their chest. Reactions as the person they are talking to freaks out. Fun stuff. Only downside is that is was limited to only places were the devs allowed mist to be placed at.

Yeah, I enjoyed that too.
Not sure if it is a non-stealth game, but the stealth in Chronicles of Riddick: Butcher Bay totally blew me away!
I'll go a tad older and off the GOG grid; sorry guys, you know you are still #1, but...
I always dug the elves in Warcraft 3. So long as you moved at night you could sneak up on virtually anyone. They also had that cool bird/owl spell that you could set up around the map to spy on everyone.
I don't know if Ghost Recon Future Soldier counts as a stealth game, but the stealth mechanics are really well done.

This, being stealthy was awesome in Fallout 3.
I am surprised no one mentions Deus Ex Human Revolution which IMO has better stealth than Deus Ex 1.

I played both games and Deus Ex: HR felt better on the stealth side.

Indeed.
I'd say Deus Ex games are stealth games, sure you can just run and gun but i think the game is made with stealth play in mind

Really? I always thought of it as the everything game, you can Go fight head on like a normal fps or take the stealthy route.
