In terms of pure value for money, I'd say UT2004. There's such an unbelieveably huge pile of free extra content available for it that it's like buying 50 games for the price of one.
Well you have to give us a genre.

That's too bad. It's one of the very few games (along with gems like Silent Hill 2) that I would characterize as sublime.
Neverwinter Nights.
While many games have better official campaigns, nothing offers the sheer volume of quality player made stuff (mods/haks/overrides/etc) of NWN.

The game itself might be, but the PC port sure as hell wasn't. And it annoys me a lot, because people generally only have nice things to say about it, apart from the horrible controls.
