Are there any games that were on sales but you didn't manage to buy them?

well, probably Omerta DLC Japanese incentive, partly because of the the insanely bad reviews - missing patch that steam already have, partly because of my thought of the repetitive nature of the flash sales. But it never repeat... :)

another one maybe Primordia, I tell myself maybe I should try that after the fifth time it go expired, but I don't know that the fifth time is my last time seeing that.

Missed nothing per se, but I've skipped a few that weren't as highly discounted as I would've wished.

Red Faction >_> I couldn't decide whether I wanted it or not...and when I finally decided, Gog didn't put the flash sale back up. It makes me realise that this kind of sale was pretty terrible.

Some games I still haven't decided whether to buy or not.

I was planning to buy Kentucky Route Zero, waiting for it to come on a flash sale. I saw it in the flash sale horizon at some point, but it was late in the evening and I had to get up early the next morning, so I went to bed.
