i set up a game downloading earlier and its stopped short of the end. rebooting the router and restarting the gog downloader just gives me a download speed of 0kb/s

Downloading WC4 at the moment and get my maximum speed. Did you try to remove a game from downloader, restart the application and add a game again? Should recognize downloaded chunks and resume downloading.
