I'm really not up for delving into .net element configuration but is that the only option?
I would backup my saved game, uninstall everything, reboot, reinstall everything including updates without rebooting even if asked until I'm all done.

I can't even run the patch. I'm not saying it does this after I install the patch. Doing that would make no difference.

I'm just telling you what I would try. Windows error messages aren't always truthful.
