I'm testing for the same problem but so far, so good - averaging 110 kb/s

It might be the actual game you're trying to download especially since it isn't available yet and others may be preloading as well in anticipation of Thursday.

Pause it and try installing a small game.

Sorry, I missed this completely because I am at work and Steam client doesn't let me connect to Steam servers over corporate network anyway. (GOG downloader client works fine from here though, giving me nice ~3Mbytes/s download speeds too that I couldn't possibly get at home. I think I get something like 1.1MB/s at home, at best.)

I presume it is either due to the corporate firewalls, or proxies. Maybe I shouldn't even try, after all the Steam EULA says I can get banned if I try to connect to Steam servers through a proxy.

Well, it's a known fact that offline mode has many quirks. Maybe this is one of them?
