I'd say that armour on the right looks like StuGIII (or StuH), so it's probably WWII game. IF it's game, not mod (and I think Green Berets for Myth looked differently).
It could look like early prototype of World War II: Frontline Command, since IIRC interface looked different there.

I think you are correct,

If I remember right then there was a gameplay mechanic in that game where you had a public approval rating, that would be the percent counter on the top left corner. you also used villages as resource sites and got money for taking refugees to the aid camp.

I only played the demo many years ago but that pic definitely looks familiar.

IIRC, it was also released on Dreamcast but months after SEGA Japan officially declared that the console was discountinued, and it was said that AI was great back then, especially if compared to other RTS.

But I never tried it...

I'm not sure of the game but I recognise the interface style, looks like it is running on the earth 2150 engine. I have seen a few games that use it but I don't know the exact name of the engine.
