Thanalis: Some older sims did fairly well with static campaigns. I can say Aces of the Pacific, Aces Over Europe, and Combat Flight Sim 1 and 2 did a very good job of moving forward through specific points in WWII that were familiar enough make you feel like you were making progress.
Some more modern era sims like Jane's F-15 also did pretty good with a static campaign. I actually enjoyed the Desert Shield/Storm campaign in F-15 more than the fictional Iran war scenario they included. If I remember the Iranian campaign was supposed to be the highlight of the game, but I liked taking part in a historical conflict. (I wish I could get my copy working on my modern rig...)
People seem to have found a way to get F-15 to run here. I'll try to track down a copy, as it does sound like just the kind of game that I'm looking for. Some more modern era sims like Jane's F-15 also did pretty good with a static campaign. Anyway, I'll see if I can track down F-15 & Combat Flight Sim 1 & 2. My joystick does not seem to play super-nice with dosbox (at least I could not get it to run as well as I would have wanted. Fine enough for a game that does not require a whole lot of precision, like the more arcadey WingCommander, but not fine enough for a real sim)
Strijkbout: B-17 The Might Eight is for WW2 bombers what Silent Hunter is for WW2 subs.
Rise of Flight has story oriented campaigns and the non-dynamic campaigns of IL-2 Sturmovik 1946 are story driven as well.
Tornado, Apache Longbow, Hind and F-16 of Digital Integration.
F-29 Retaliator and TFX always had a sence of urgency in their mission briefings.
The Jane's collection of sims can be what you like as well.
I do own B-17, but it did not play nice with my joystick :( And Rise of Flight is an absolute beast of a game (runs like garbage on this old thing). Hind though is here on GOG. F-16 Aggresor is story based, and also a little diferent from other combat flight sims, since you play as member of a mercenary group.
And in the already commented novalogic sims, not forget the MiG-29.
In space sims, you have egosoft X-games, and not forget to check Wing Commander Saga, that is a indie free game.

The stories flow well, play amazing. And you can truly be or play anything you want while events unfold around you. Its not for the feign of heart. If you dont follow the story you might get lost but its all there, its up to you to take part or watch on the sidelines.
