I don't believe so, no. I'm from Canada and I've gotten plenty of stuff that was, er, out of my jurisdiction from there heh.

Every item I find says under Notes, "not available for gifting. Even the Steam ones.

It doesn't mean you can't share the Steam keys. All "gifting" does is add it to another persons account.
