I think there are a few games better than their precedessors.
Right now, the one's I can think of include:
Fallout 2 (significantly longer and larger world)
Thief: The Metal Age (significantly reduced occurences of undead, better mission design)
Half-Life 2 (everything!)
Torchlight 2 (larger world, open air action)

I like sequels. Of course, when this is a good sequel, because being a sequel of a good game does not necessary means that sequel is good too.
Remakes. Most of them are crap. Just because developers always try to change it wrong way. But sometimes there are exceptions. I'd like to see some old games with same gameplay but improved graphics, so called HD-versions. Or it's not considered a remake? I dunno.

Most sequels are worse because the director/company puts zero thought into it because its a fast cash grab.
But the few sequels where the writer/director/dev-team really thinks about it and knows what they are doing, it usually turns out better.

Some good movie sequels in my experience:
The Dark Knight
Mad Max 2
Terminator 2
God Father 2
Star Trek 2

The list for bad sequels reboots is too long: but my most disappointing movie recently, has to be Prometheus.

As for sequels, I think the movie Troll 2 is far superior to the original.

As for reboots/remakes, I enjoyed the hell out of the new DuckTales game. :)

With regards to sequels, remakes, reboots - it varies both from title to title and from individual opinion to opinion.

I'm a fan of the Tomb Raider game series for example and while I've briefly played each game in the series, the only one I've completed start to finish to date is the first game (not including its expansion). Second to that the one I've had the 2nd most amount of game time with is the new 2013 reboot and I personally think that the new game standing on it's own right as if it were the first Tomb Raider game to ever exist is absolutely stunning. The gameplay, the graphics and effects, the immersiveness, huge game world - it's just fantastic in my eyes. It has some weak spots too (QTE's) but overall I'm blown away by the title. If I take it in consideration of the entire game series as a whole, I think it is the strongest title in the franchise to date as well. So in this case I'd have to say that a game reboot was a big positive overall.

When it comes to remakes, I think they have their merits as well but like anything there is no black or white about it, it will vary from game to game and from one gamer's opinion to the next as different people expect different things. I generally have an appreciation for remakes unless they are done so terribly that they just don't do justice to the original game, but I think the successes outweigh the failures in this regard.

Sequels - again, it varies, but I generally find them to be good overall. It's a bit of a challenge because if people love a game to death and they make a sequel and make it exactly the same, some people will be upset that it is just basically new levels/missions of the same game engine and concept with nothing new to offer. But if they change things, then some people will be upset that they changed things and it isn't the same game. :) So there's no way to please everyone really and I don't think they should ever even try to do that. Game devs should just have their own artistic vision and follow it through and let their resulting game be judged on its own merits. Some game sequels will be loved and some will be hated, but most of them will be both simultaneously. Overall if I like a particular game, I've found that I usually like the sequels also - even if there are individual things I may dislike about how the given franchise has evolved/changed over time.

For sequels, 80s movies provide some success stories I feel. Thinking about the Ghostbusters series, First Blood and Rambo II, off the top of my head. I don't see the sequels there necessarily as better than the first ones, but as interesting while being different.

For some films, I dread a remake, e.g. Blade Runner. In that vein, The American Akira .

For me the true question is : are they necessary ?
What are the interests of a sequel, a reboot, a remake ? To develop a previous story or create a new one? To continue the journey of the characters ? to bring a new gameplay ? To improve the visual of the game with the new tech ? Or just make money easily ?

What is the interest of making a Call of Duty each year or a new FiFA ? Do you really need them ? Everyone has his own answer !

Sequels, reboots and remakes should exist for bringing something of really fresh or revolutionary regarding to the original, instead of being a new easy way to raise money !
