Croats (and other people from the Balkans, from what I hear) will do everything to find loopholes in any laws and regulations that apply to them. They will perform accounting miracles to write something off as a business expense and get other tax deductions. They will file an endless string of appeals just to get out of a minor traffic fine, even when they're clearly in the wrong. They will ride public trams without a ticket and then refer to the Human Rights Charter when the ticket controller tries to fine them. They will refuse to buckle up their seat belt in car just to spite the law. They will also register themselves as residents of another EU Member State (even though they don't really live there) just for slightly higher social benefits.
There's no conscience or awareness that the laws are there to benefit the society. The prevailing opinion is that laws and regulations are laid down solely to collect fines from citizens and serve as a source of income for the government's treasury.

I'd just like to say that, I dunno about other countries, but for America in particular, trying to list the traits of the entire nation (outside of the occasional "'murica" joke) is nearly impossible, and overall just not such a great idea. We have 50 states here (more if you wanna count the various territories and such as states) and each of them, or at least their general areas, are almost like their own countries as it is. I mean, the stereotype is that we're all a bunch of gun-toting, fat, racist, uber-patriotic loudmouths, but that's mainly just Texas (and the South in general). Then we have California, a bunch of tech-wise, uber-liberal yuppies who think that they're the only state that exists. And over on the East, we have the notoriously rude New Yorkers/New Jersey folks who are so accustomed to living in crowded cities that they've lost all shreds of humanity. Lastly, we have the north, such as Michigan and Minnesota and whatnot, where we're really not sure what's going on, but it's so cold, we're afraid to send anybody up to check and just decided to hope they're still alive (if they're not, we give them to Canada and pretend nothing happened). So, I'm just saying, maybe it's better to do it by region rather than by overall country.

Really? Admittedly it was about 14 years ago that I went.. but when I was in New York I found the people there to be some of the nicest and friendliest I've ever met..
