Well, it could or couldn't be legal. G2A is like an Ebay for keys, some keys are legit, others are purchased with stolen credit cards, so if the fraud is discovered, you can see your key revoked.
Sites like that usually bulk-buy (or steal) retail copies in regions where the price is much lower, then send their customers scans/photos of the key on the manual. So if they're up to their usual tricks, you won't get a key until some time after they get their boxed copy.

Best to steer clear.

The key itself is almost certainly legal. Whether it was paid for by legal means, that's another thing altogether.
If a site offers to insure your transaction against fraud for an extra charge (like G2A does), it means that even G2A are afraid the codes are bogus, buyer beware.

G2A is an unauthorized reseller. That means that they don't get games from the publishers. For G2A they do sell humble bundle games and other things that violate terms of the places their sources come from, as well as a couple of other law violations like G2A shield being illegal. They're required to provide working products under EU/US/etc. law but because they try to utilize Ebay laws ("anyone can resell anything") they think they can get away with making the consumers pay for something that you're entitled to for free.

Things like that.

Could be Nvidia keys I suppose.
Although those might go through the Nvidia site.

Don't worry it's legal. If (the chances ar very small, there're only a few cases) the key will be revoked you will get a refund so no worries. G2A, kinguin are ok. You can try gamesdeal or instantgaming also. There was an official shop (GMG) who sold keys cheaper than GOG, but CDPR do not like competition so they forbidden anyone to sell the game cheaper than they are. But they can't do anything to g2a, kinguin etc.

How come Greenman offered Gog keys? I thought they were a legitimate site, but they were selling Witcher 3 GOG keys at a 33% discount a while ago.



As for grey market keys in general, it's always a risk to buy those. Most likely you'll get a legitimate key, that has either been bought from a region with lower game prices and/or from a boxed copy. But the important thing to note here is that you can not be sure of this, those major grey market sites let other people sell games without any real method for checking if those sellers are honest, or if they've been using stolen credit cards to get the keys. For the record, yes, I've bought from the grey market in the past, and not had any problems, but in the last year the amount of incidents related to stolen or otherwise illegitimate keys seem to have gone up.
