Most likely, no. When Beamdog introduced the other "Enhanced" additions, previous owners received a discount offer, think it was 70% or 75% off.

But if I remember correctly, there were no discounts for owners of Planescape: Torment. So I wouldn't expect one this time either...
If it were a mod, sure... but otherwise, seems unlikely.

Going to to plump for a no on that question.
From what I have seen at the BD forums they are focused on their own launcher and Steam. When you ask about GOG you hear crickets.
NWN:EE will come GOG according to Beamdog in their recent livestream for better or worse but i'm not entirely convinced that it's going to be at release, apparently Beamdog is going to use steam workshop to add extra content in time like new character models etc so either they release at gog and add content packs later or wait until everything is finished and then give us the whole package.

I guess this game will be a wait and see for me given the issues their previous releases had and the extra content which will be added in the future.
