My opinion says toss up.

It's being published by Slitherine which is here:

https://www.gog.com/games?devpub=slitherine_ltd&sort=popularity&page=1

Previously they weren't:

https://www.gog.com/forum/general/wherere_all_the_slitherine_games

But the recent Warhammer 40k and Close Combat games, published by Slitherine, were recently added.

Maybe trying to see if their back catalog sells here at GoG?

edit: I went to do a site search to see if their website even mentions gog and it doesn't. Expanding out, it looks like they have some serious issues with their website being hacked though:

google.com/search?q=site:empiresapart.net

reedit: Link broken since the forums ate it.

Looks quite fun.
Thanks . Voted .
I contacted the developer on Facebook. This is how it went:

"Hello. Just wondering if you ever plan to put Empires Apart on www.GOG.com ?"

"Hello, we're probably not going to release the game on GoG when it comes out, maybe later on but we have no plans about it right now"

So there's a chance, but not for a while, and not at launch.
