Today my friend is trying to gift games to me but was refused with "This account cannot gift until 3 months after purchasing $10 worth of items"

I'm confused. This wasn't the case back when he gifted me games before on GOG

To be clear, the reason is because I'm actually purchasing games through my friend. I don't have a credit card, he does, so I pay him in cash and he gifts games to me.

More than probably, a countermeasure against fraudulent transactions. See some more info here:

Blame shady resellers websites.
When I joined GOG I used to get games like you do but due to frauds getting out of hand GOG had to take this counter measure.
Try buying from Paypal FROM your account instead of getting gift.
