Hint #1: The portrayed character is part of a game that:

A) has its origin in a mod for a well known strategy game,

B) saw its first release in its final form as a mobile app,

C) got ported to the PC,

D) finally got released as a "board" game, after not just one, but two KS-campaigns.

Now it really should be easy...

Ok, I guess I'll give another hint...

Hint #2: the character in question has a first name and a last name.

And hearing the full name would most likely not evoke the picture of that character in the listeners mind.
With which I mean: name and depiction don't really fit to each other...

His initials are S.Q., btw.

Now I gave the solution practically away... ;)
