Whatever the explanation - I can't imagine that the "low budget aspect" isn't a big motivator for Indie developers.
If a game is good, I'll play it. I recently (last year) enjoyed Gabriel Knight 3, DESPITE the crappy 3D. Sure I can get that a modern low poly 3D game is made that way for the "art style", but I still prefer newer 3D.
(same thing for "pixel art" - I enjoyed the Wadget Eye games, but the flashback to the 90s isn't necessary for me)
