He is, though, to be honest, upon rewatching the series recently I have to say he got kind of ruined towards the end. I consider 6th season's episode Waltz to be the last time he was truly great.

In gaming? Does Kerrigan count as villain, when I'm referring to her entire arc?

Because otherwise... Going through games played, there are VERY few for which i even remember who/what the villains were, as in more than "that thing I had to defeat at the end" (or similar). There's Sephiroth, yeah, something to be said about the story of the twins in IWD2, and yeah, also about Darth Traya. But can't compare.

Yes. To me, as soon as he turns into a Bajoran, his charisma started to go downhill.

Vaas has to be one of the most charismatic in games. He and Bowser.

Despite being labelled as the villain of the story, he is actually not the worst person you'll met on your trip to Kyrat. He's also very handsome and charismatic ;)

Not entirely surprising that 'our' Kilrathi friend and copilot ultimately turns against the player, but it was put in scene and motivated ingame quite well.
Sadly the holovid he left for Colonel Blair to explain his motivations was cut from the PC version.

Also, once media reaches a certain age or notoriety, it ceases to be spoiler-worthy.
No one is going to ban me for revealing that Darth Vader is Luke's father, and that Henry V won the battle of Agincourt.

The Dark Judges from Judge Dredd, a world where the heavily militarised police force just decide "lets kill everyone to prevent reoffending" and in doing so these people become popular is one where right now we should be concerned about.
