2028023186 - Agony, which is part of the Agony + Agony UNRATED package. I don't know why it's on the banned list. Maybe in spite of what GOGdb shows, it's not actually what most buyers get.

As for Agony I would say because the game component is not available to buy (anymore?), you can only buy it including the unrated patch. Maybe there are some countries where only the base version (without the patch) is available. Why there are two different soundtracks ... who knows.
So these are basically the counterparts for some country specific versions.
Edit: Now this does make me wonder what's different in the japanese version of Horizon Zero Dawn and Mad Max. Until now I didn't even know there were separated versions.
Edit2: There doesn't seem to be a significant difference, it' just about missing voices.
I saw the same with the disc version of DOAX3 on the PS4. There was a version that was japanese only and another one (different game ID), that was meant for the eastern market including english and other subtitles. The controls still followed the japanese scheme tho, which can be very irritating if you are used to western controls.
