If stuff like that is sent electronically here, it's usually scanned and emailed.

Well, here in the US, a fax is preferred; I don't know the details why, but I do know it's true.

Seems completely ridiculous, to be honest.

"We need to send this very important legal document, what do we do?"

"Let's run it through the worst A/D B&W conversion algorithm ever devised and print it smudgily on a roll of toilet paper."

"Wouldn't it be better to scan it? Won't that give infinitely better quality?"

Have you read this thread? It has a solution for greeks to buy stuff here. Nothing to do with phone credit though. I hope it helps.
