mechmouse: People fleeing those countries are not economic migrants, they're refuges.
The Geneva Convention definition of a refugee doesn't include anyone just having some unrest in their home country.
The refugee status is restricted to individuals who'd face persecution (=systematic mistreatment of an individual or group by another individual or group) because of their race, religion, nationality, membership of a particular social group or political opinion,
and is unable to obtain sanctuary from their home country.
That bolded part is also important because it means if you can escape persecution by relocating inside your home country (e.g. inside Iraq or Afghanistan), then you are not eligible to the refugee status.
Furthermore, when someone relocates from e.g. Syria to Turkey, it can be argued they are doing it because they are refugees. Relocating from Turkey to Europe can't quite as easily be rationalized with them being refugees, unless you really claim they are fearing persecution in Turkey.
