After much wrangling, I decided to try a different angle. I'm sure someone has played this before, and it probably is quite googleable, but does anyone know it without googling?

Yes yes indeed, did you ever play it? Figured I'd throw out a different genre of gaming.. :)

(That's a browser-based game, been around for something like 12ish years I think, and set up in a much more competitive environment, with the style of politics at the upper echelons occasionally rivalling stuff you'll find in Eve Online, with IRC, ICQ, offline contact info and such, whereas on the lower echelons it's very casual-friendly.

Nothing like the crappy Facebook-integrated style of friends-spamming browser games these days based around microtransactions!)

Yep I did, as well as the other game at their site, Earth 2025, hence the origin of the 2025 in my username.

Oooo. I've been curious about that 2025....

Erm, anyway, I never did try their other game heh. Just Utopia. Sadly that other one seems to have closed down now.
