Looks like Subwar 2050.
As for the previous one looking like Krynn, I think the best way to differentiate between those older RPGs that all have similar layouts is to check the graphics on the borders. Most of them are unique, I think.
Well, the screenshots on MobyGames pretty much confirm that one, so here we go.

No takers? It wasn't all that popular, but I loved the hell out of it during the little time I spent with it. I'd give some kind of hint, but I can't come up with one. :)
If there's no answer by the time I get home in a couple hours, I'll put up an easier one.
