Street wars : constructor underworld.
Ok since I know I m right (after all, I was beta tester on that game) and I have to go to work very soon, her is my screenshot.

Neat.
So here it comes. It still due to be released onto the wide world. In better, happier and prettier parts it is already there. Any associated tittle would suffice (in every country it was released it has different name;-)).
Ohh - the music kick ass. Buying the game for the cd alone was worth it.

"The Void", "Turgor" (actually, "Тургор"), and "Tension" seems to be the titles I can find, among a couple of mis-romanizations of the Russian title (Typrop?)

Correct. You've got all 3 titles. Russian is Turgor and Tension was going to be it's worldwide. At the time only foreign publisher was polish Techland - now Tension is polish only title:-). Atari is worldwide publisher and they chosen "The Void" so It's the name to keep an eye on. It's out in Germany and soon English version should follow.
If you like weird then definitely you'll be pleased.
