To ensure optimal boot up you should just throw away your PC when you turn it off and buy a new one every time.

According to Journalctrl, within a minute or two, depending if you count the handoff from metal to system-init.

An optimal boot time should be around 15-20 seconds, long enough for the side of your computer to open, the extendable arm with a boot attached to come out, get into position and kick you square in the bollocks.
My last PC could take from 5-30 minutes, hard drive was dying and I didn't want to buy a new hard drive for that old thing, so I just went with it.

Oh, one thing, you shouldn't make new threads, get back to creating your own graphics card...

I strongly encourage you to watch this video from JayzTwoCents -- a very reputable hardware reviewer and system builder -- which discusses when you should consider your system to be "obsolete" and when it's "time to upgrade". In fact, I'm going to keep responding with this video every time you post yet another of your "Is my PC bad?" questions.

there is nothing more annoying than people who pretend to tell us what the bad reasons are for us. And even more so when they claim to want to do it because they themselves are annoyed by the good reasons of others. The worst is when they conclude that we are the only ones who know what the good reasons are, and therefore they will tell us!

For me, until 30-40 sec that's a correct start. when it commes to 1 minutes I suspect there is som cleaning to do.
