Mori_Yuki: I see, and in that case, it should be safe to refund and immediately re-purchase without losing this particular DLC. You'll only temporarily lose access to your DLC, so back it up if you haven't before initiating the refund process.
If the DLC is no longer available on the store, make sure to take a screenshot as proof that you owned it. You can then contact the support team and request that they restore your access to the DLC, especially if there is a slight chance that it might be removed along with the base game.
SargonAelther: Thank you. I have now refunded and repurchased, and managed to maintain the DLC. While it was refunded, the description was
"You don't have the base product necessary to play the DLC. You can buy it below or redeem it if you already have the code.", just as dnovraD reported.
It was not possible to download the DLC at this stage, however it was possible to download the extras... It makes me wonder why don't they just sell them stand-alone in that case. Steam sells most soundtracks stand-alone nowadays.
Anyway, it looks like we do get to keep the DLC if we refund only the base game, which is nice.

On invidivual DLC, soundtracks, artbooks being made available and sold seperately, I seem to remember Jed mentioning that they were looking into ways to make this possible, which will allow us to complete Editions, Collections, Bundles... by paying only for the items we do not yet own. If I understood correctly the way this is supposed to be working, it isn't
exactly what you are suggesting, which doesn't mean that once the other option becomes available that they can't sell artbooks as individuals items and without ownership of games, editions or bundles they are parts of.
There is only one small caveat if they were offering this option, without also adding menus to the client, whose name cannot be spoken ;) as well as in the website library, to collectively display soundtracks and artbooks like movies, the library will become a mess. On the note of messy libraries, it would be great if there was a Prologue/Demo category available in our libaries instead of having to resort to the use of HIDE, to get those out of the way.
