The problem is that all the low hanging fruit has already been picked. The fruit at the top is tangled in too many branches to get to. Companies that don't care (like Sony or Microsoft), expired licenses (which will never be renewed again) or publishing/game rights lost in limbo, never to be found again. GOG can't just wave a magic wand and magically solve those issues.
My advice is - treat those games as abandonware and should they ever appear for sale, just retroactively buy them. No reason the games shouldn't be enjoyed.
