I've read the same thing. You get the city's infrastructure and you create the transport lines.
You can create your own cities using the editor though.
Is there any randomization with the cities?

According to the PCGamingWiki article, it can be run in a window or in fullscreen.

I don't know. I'm thinking about buying the game.
While it hasn't been GOG's greatest sale ever, I did get a nice price on Guild Gold and Eternal Lords on day one, so I'm pleased with that.

I'd really appreciate it if anyone has some purchasing guidance regarding the various versions of Europa Universalis or Crusader Kings? I'm a bit interested in trying one of these but I know that some of them have no tutorial.
