Paradox was only (one of) the developing teams, publishers are Eon Digital Entertainment.
So, they are the ones who would need to do the negotiations.

Also: as kultpcgames has mentioned: Airfix licence...for a game from 2000. That's 23 years by now...

I think it's save to assume, that that licence has probably expired a few years ago (one sign for that would be that the game isn't available on Steam).

The nominal value of Cities: Skylines is now approximately zero for how many times it (and even most of its DLCs) have been discounted and sometimes given away and had "free play weekends" and whatnot. And yet it's still not here.

Paradox is still releasing DLC for it, so I wouldn't say it doesn't have any value (released new DLC not too long ago). Would still be great if it came here, though.

It would be wonderful if it eventually came here in a single all DLC included package. Although it looks like the lowest price on a bundle with 53 of the DLC (not even all of them :/) was $131. As much as I like city builders and would like to try it, I'd rather wait another 5-10 years if necessary and get a single bundle than have to install a bunch of DLC manually. Looks like Skylines 2 is supposed to release late this year so I guess they won't be releasing DLC for it much longer (although I guess they can still fit in several more before then :( ).
