Considering most spammers use botnets for spamming you'd need to ban 10 000 - 100 000+ ip's, doing so could have other negative consequences and ultimately be pointless unless this is just some idiot sript kiddie using his fathers computer. Just revoking posting rights of the account would probably work better (if you delete the account, the bot'll probably just recreate it or create another account).

implementing a ip block could have bad consequences specially for people from the same region as they don't provide a static ip here , my busted net changes ip almost every 2-3 hours , and some sites start warning that this ip was used to perform malicious attacks :\ , again will have to restart to get a better ip address.

Account confirmation emails might also help curb spam, as in you can't post until you "confirm" your account.

some people do that as a job aka profession here , usually when you are driving down in long highways or remote places you find tents with the same crap written , heck some even claim to have stuff that will make you younger lel forget the fountain of youth
cough well the first one is for getting other people to fall in love with you using black magic, various crappy methods exist such as some lemon ritual, bringing the said person to the place etc , the second one "baba ji " like the person who performs such "black magic" or "healing" instead of going to hospitals for treatment , they visit "baba ji" for treatment , mostly the uneducated masses do it.
