Chase afaik does not block transactions to Europe. Neither does my bodunk credit union credit card I have.

USBank is owned by a conglomerate of arabic families, or possibly Citibank is. Could even be CapitalOne, but I know at least one of them is owned by... I want to say Saudi Arabia? Could be why so many people have issues, though I'm not 100% that Citi blocks European purchases.

You guys have to remember very few of the big companies in the US are still US owned.

Credit cards aren't normally a problem. Debit cards are where you run into issues.

The regulations were changed in the last 00's or early 10's. Unfortunately every google search I can come up with just returns lots and lots of spam websites.

I want to say it was due to drug trafficking and money laundering to outside US locations.....

I just went over this for work, we do Western Union here. I want to say 2004? Then more credit regulations went into effect in 2012, but that was more for predatory practices here inside the US, which the banks got around anyway.

2009 was the credit protections act. Google keeps thinking that's what I'm talking about whenever I throw in a date.

I want to say it was part of the 2012 changes.

Quite often when I use the term 'debit cards', google thinks I mean 'gift cards' as it appears that's what the issue is now a days:

edit: But yet I pay for our overseas servers with my debit card via Paypal without any issue. Go figure...
