Chase afaik does not block transactions to Europe. Neither does my bodunk credit union credit card I have.
USBank is owned by a conglomerate of arabic families, or possibly Citibank is. Could even be CapitalOne, but I know at least one of them is owned by... I want to say Saudi Arabia? Could be why so many people have issues, though I'm not 100% that Citi blocks European purchases.
You guys have to remember very few of the big companies in the US are still US owned.
