So, can someone explain this joke to me?

The video is very inaccurate if you have actually lived in Saudi Arabia.

1. There is no law saying that women are not allowed to drive. There is only religious pressure not to do so.
However, women still drive cars.

2. Cinemas are banned but there is no need for them. Due to oil wealth, almost all Saudi people are rich and can afford huge 20 inch TV screens to watch movies and shows. They have mini cinemas in their own home.

3. Valentine's day is banned because they are not idiotic enough to fall for some consumerist day invented by western world where men have to spend thousands of dollars to make women happy.

4. Most Saudi people live a spoilt luxurious lifestyle due to oil wealth. They have no drive or ambition to compete for sports especially the women. So no one challenged the ban on women's sports.

I don't think it's a joke, I think it's a political move either to promote them to actually make progress in that area or it's payment/cost for doing something else as part of a negotiation (probably not available to the public).
