The little I read those, most suggested running as administrator (which you have apparently already tried), or temporarily disabling antivirus (which you have apparently already tried)...

JMich: No. He is running GOG's VtM:B installer, which extracts the DX setup in the temp folder and runs it at the end, and the DX setup cannot run. Since he is running the VtM:B installer just fine, executables are running correctly, which does lead me to believe that the DX setup isn't extracted or copied to the temp folder correctly.
But since The-Phantasm reported that disabling his AV didn't help, I've no clue what the cause may be, other than perhaps the installer being sandboxed for some reason.
I was looking at post 6, where he says be downloaded the file separately for dx and that also failed, so couldn't run the dx setup separately from anything else, which also sounds odd. It just sounds to me like its trying to open the exe with an application and failing.
I am having the same problem INSTALLING Stalker Call of Pripyat using the downloadable files. It is not a problem of running the game, haven't got that far because something is wrong.

It’s not a great idea piggy backing on an old thread. Start by checking the sub forum for the game. If nothing there post information, e.g. what system are you installing on, how you are installing (galaxy or offline installers).
Generally I would suggest get the offline installers, run those and install to a folder not used by windows, e.g. c:/mygames. That avoids a lot of issues. The game should have all the packages needed within the installer.
