Doesn't have to - Oblivion has at least one dragon too (or so I read - I never advanced the main quest far enough). But I wouldn't mind I of the dragon either, if GoG manages to fix an annoying issue with controls on newer windows versions (you sometimes get locked to fly straight, you can't turn until you come to a complete stop).
