Doe anyone know how to get rid of the udk program icon that shows up in my apps and features settings list?
I deleted the game and all files but this icon keeps showing up in my installed programs list, and when I try to delete it won't let me

If you deleted the game files, you did not uninstall it. Usually installations create entries in the Windows registry, which is what Windows use to create the list you have in your screenshots. Deleting files wouldn't touch the registry.

There are ways to clean the registry yourself but I think you're not a tech-heavy person, so I don't recommend you do that because you might mess something else in the process. The registry isn't easily exposed for a reason. There also are programs that make this cleanup for you, but in your case I recommend a more roundabout but very simple way:

Reinstall the game in the exact same folder it was before; the new registry entries will just override the older ones. Then once the game is there you proceed to uninstall it by using either the game's uninstaller or the button you showed in your screenshot.
Yeah, this is why uninstallers were created. Really competent ones will leave no evidence of their existence once finished, incompetent ones will leave behind several files and possibly kick your system configuration on the way out.

I see. Sorry for the confusion.

Well, I don't have this game but so far all Gog games I installed have their own uninstaller. Supposedly you may try using it rather than Windows' program list.

If that fails you'd better use a program like the one alexandros050 mentioned above.
