Because it makes assumptions that confuse people who don't follow the forums. (eg. Talking repeatedly about a character that is currently only available in "this beta build" without making it clear whether GOG users have any way to receive said beta builds.)

ssokolow explained it great as well. I'll explain it too.

The changelog mentions versions inbetween 1.20.4 (the last GOG version) and 1.21.4 (the current GOG version), of which, most of these are beta builds exclusive to Steam (they were even DRM'd).

Said builds mention a new character, namely Torque. The problem is, Torque was never released in 1.21.4 (this version update is only dedicated to adding another kind of content for an existing character--Milla's Adventure Mode), and thus any information related to Torque isn't in the interest of GOG users. And neither are the versions inbetween 1.20.4 and 1.21.4 are in the interest of GOG users.

The reason this mess happened is because they decided to push the update first on Steam and then push the rest on the basis of the costs to make new builds for the game that conform to DRM-free standards. I can't see why we shouldn't have a proper changelog that mentions info we can relate to and not stuff like "the Wood Buster's damage was nerfed" which I cannot make proper use of as the character who uses the Wood Buster isn't even unlocked yet.

That's my explanation for me.
